The Marine Board is committed to helping provide boaters with safe, sufficient, and quality boating facilities. Most boaters launch at a public boat ramp and will likely need to use boarding floats, a transient tie-up, a parking space, a restroom, a pumpout, or other amenities every time they go boating. While the Marine Board does not own or operate any of these facilities, we provide funding to the public agencies that do.

The M. James Gleason boat ramp is one of the more popular launch sites on the Columbia River in the Portland area. Owned and operated by METRO, it is undergoing a much needed transformation. A few years ago METRO put together a master plan for this site and you are now seeing the product of that plan. Since it was such a huge under taking, METRO decided that it would complete the upgrade in phases.
The first phase included reconfiguring the entrance to the parking and upgrading the parking area. The second phase, which is where the project is now, is replacement of the trash rack, relocation of the floating structures, fuel dock, pumpout and transient tie-up dock. The final or third phase, which is scheduled for next year, will be the replacement of the entire launch ramp and the wave attenuator will be finished. The new ramp will have 4 lanes and two sets of boarding floats.
This project was funded in part by METRO, the Oregon Fish & Wildlife Sportfish Fund, a grant from BIG (Boating Infrastructure Grant) and your boater dollars through the Oregon State Marine Board.

Boating Facilities Background
The State Marine Board Boating Facility Grant Program was established in 1971 by the Oregon Legislature. Legislative direction for this grant program is contained in Oregon Revised Statute 830.150. The Board has also adopted administrative rules to further implement the Statute. These rules can be found in Chapter 250, Division 14 of Oregon Administrative Rules.
The Board does not own or operate any boating sites or facilities and instead, relies on willing partners to apply for grants to make needed improvements. Boating Facility Grants are available to help the providers of public boating access sites around the state to acquire, improve, and maintain facilities that serve recreational boaters. Typical boating improvements include launch ramps, boarding floats, parking lots, restrooms, transient moorage, and other items needed by boaters.
