$2.5 Million Headed For Boating Access and Improvement

Relief is coming for boaters on Klamath and Green Peter lakes.
The Oregon State Marine Board approved funding to build and install
floating restrooms on those popular water bodies using federal
Clean Vessel Act dollars. The board approved 46 facilities-improvement
projects in all, obligating $2.5 million to build or upgrade onshore
restrooms, improve boat ramps, docks and tie-ups for larger boats,
and other facilities and improvements at other boating access
sites across the state.
The action came during the board meeting in Newport on Tuesday,
June 29. The board reviewed 72 project proposals requesting some
$8.4 million in grants. Marine Board Facilities Program Manager
Dave Obern said the $2.5 million was set as the target amount
for this round of project approvals, with two more rounds coming
later in the biennium. "We had difficulty stuffing $8.4 million
into a $2.5 million shoe box," said. "Some of the larger
projects were deferred until later in the biennium when additional
funds may become available."
During the previous fiscal year ending July 1, the board approved
74 projects and obligated $5,157,293 in Facility Grant Funds and
$473,927 in Clean Vessel Act (CVA) funds. Available funds for
the 1999-2001 biennium are $4.3 million in Facility Grants and
$0.6 million in CVA funds. Facility Grant Funds are made up of
state boat license registration fees and marine fuel taxes. In
addition, the Oregon Department of Fish and Wildlife has pledged
$525,000 in federal Sportfish and Restoration Funds to be used
as matching funds for 15 grant projects.
Some of the more notable projects include:
- Sauvie Island: A major facility upgrade at the Sauvie Island
Boat Ramp, formerly known as the Burlington ramp. Project includes
a new boat ramp, new parking area and a vault toilet to replace
the portable toilets.
- Paulina and East Lake: A series of projects in the Newberry
Crater Volcanic Monument south of Bend will improve access to
East and Paulina lakes, both popular fishing destinations in
the Deschutes National Forest. The Forest Service responded to
a challenge to come up with additional matching funds for proposed
improvements to boat ramps and floats at the Paulina Lake ramp,
Little Crater ramp, Hot Springs ramp, East Lake ramp and Cinder
Hill ramp. The board obligated $120,000 to begin the projects.
- Heritage Landing Portable Toilet Wash: This project by Oregon
State Parks will complete the portable toilet wash-down project
begun last year at Heritage Landing at the mouth of the Deschutes
River. The project will fund the cost of the disposal field,
lift station and wash-down unit. An outside manufacturer for
the wash-down unit will be sought this summer. The design of
the unit will set a standard for other portable toilet wash-down
systems that may be used in other parts of the state.
