Marine Board Approves Boating Projects
The Oregon State Marine Board granted $3.5 million for boating access projects in the 2005-2007 biennium. The projects, when combined with federal and local funds, will result in boating facility enhancements worth an estimated $9 million. The funding decisions were reached during the board meeting held in Newport on Tuesday, June 28.
"The Marine Board is pleased to be able to help our partners around the state build these facilities. From new ramps and restrooms to better parking lots, these projects will give boaters safer and more functional places to launch their boats and park their trailers,” said Wayne Shuyler, Facilities Program Manager and Deputy Director for the Oregon State Marine Board. “All of the state funds in these grants come from fees and fuel taxes paid by boaters. We are excited to invest this money back into local sites throughout Oregon where they can be enjoyed by all boaters.”
Marine Board funds come from boat registration and titling fees and state motorboat fuel tax. No general fund tax dollars are used in the program. The Marine Board received additional federal funds through the Boating Infrastructure Grant (BIG) and the Clean Vessel Act (CVA) programs. The BIG program is administered through the U.S. Fish & Wildlife Services (USFWS) as authorized by the Sportfishing and Boating Partnership Act of 1998. It is funded by a federal excise tax on motorboat fuel. CVA funds are also granted to states by the USFWS with the goal of reducing boating-related sewage from entering the water. The Oregon Department of Fish & Wildlife also contributed $1.3 million for 13 boating projects from federal Sport Fish Restoration funds it administers. The Marine Board strongly encourages additional matching funds from applicants, further leveraging dollars for boating access projects.
Projects were approved for the following counties, ports or other government entities: Baker, Clatsop, Columbia, Douglas, Josephine, Lake, Lane, Lincoln, Linn, Malheur, Tillamook and Wallowa counties; Ports of Astoria, Coos Bay and Cascade Locks; BLM in Klamath County; USFS in Klamath and Lake counties; Cities of Harrisburg, Klamath Falls, Keizer, Lake Oswego, Rogue River, Salem and West Linn; Oregon State Parks; Boardman Park & Recreation District.

Baker
Baker County- Noble Holcomb Park on Brownlee Reservoir. Full project cost is $211,575. Marine Board approved grant for $93,500 with additional $50,000 from Oregon Department of Fish & Wildlife Sport Fish Restoration funds and remainder from applicant. Project will extend the existing launch ramp and replace the boarding floats. The proposed ramp extension will nearly double the length of the ramp, allowing boating access for an additional 26 feet of water fluctuation.
Clackamas
City of West Linn- Cedar Oak Park Ramp on the Willamette River. Full project cost is $58,600. Marine Board approved grant for $40,000 with the remainder from applicant. Project will dredge the sediment that has built up at the toe of Cedar Oak boat ramp.
Oregon Parks & Recreation Dept.- River Mill Dam Ramp on River Mill Reservoir. Full project cost is $290,000. Marine Board approved grant for $80,000 with an additional $170,000 from PGE and remainder from applicant. The project will consist of a single-lane launch ramp, boarding floats, gravel parking and access road on River Mill Reservoir in Milo McIver State Park. The proposed ramp is intended to replace a launch ramp located across the reservoir that is being closed to allow improvements to the fish ladder on River Mill Dam.
City of Lake Oswego- Foothills Park on the Willamette River. Full project cost is $687,602. Marine Board approved grant for $166,750 with additional $362,250 from BIG and remainder from applicant. The project will construct a transient tie-up at Foothills Park.
Clatsop
Port of Astoria- West Basin Transient Tie-Up. Full project cost is $605,500. Marine Board approved grant for $133,750 with additional $47,000 from CVA, $354,750 from BIG and the remainder from applicant. Project will construct a transient tie-up and relocate the existing pump out, dump station and marine fuel station to be co-located with the transient facility.
Clatsop County Parks- Overflow Parking. Full project cost is $64,897. Marine Board approved grant for $31,200 with the remainder from applicant. The project will expand overflow area and place gravel to accommodate approximately 29 boat trailers and 16 single cars.
Pier 39 Astoria- Pier 39 Pump/Dump. Full project cost is $345,252. Marine Board approved grant for $30,576 with an additional $91,726 from CVA and remainder from applicant. The project will consist of a public pump out and dump station near East Mooring Basin.
Columbia
Columbia County Forest Parks & Recreation- Transient Tie-Up facility. Full project cost is $507,000. Marine Board approved grant for $390,000 with additional $100,000 from BIG and the remainder from applicant. Project will construct a transient tie-up on Coon Island in Multnomah Channel
Columbia County Forest Parks & Recreation- Launch Ramp & Boarding Float. Full project cost is $171,500. Marine Board approved grant for $60,000 with $100,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. The project will construct a single-lane, concrete launch ramp with boarding floats at Beaver Boat Ramp on the Clatskanie River.
Coos
City of Coos Bay- Empire Parking & Debris Boom. Full project cost is $103,200. Marine Board approved grant for $88,000 with the remainder from applicant. Project will reconstruct the debris boom and overlay the parking lot at the Empire Ramp on Coos Bay.
Port of Coos Bay- Charleston Ramp & Floats. Full project cost is $648,600. Marine Board approved grant for $286,000 with an additional $200,000 from Oregon Department. of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. The project will replace the existing six-lane concrete ramp and floats that is nearly forty years old at Charleston Marina.
Crook
Oregon Parks & Recreation Dept.- Prineville State Park Pump/Dump. Full project cost is $222,000. Marine Board approved grant for $49,500 with an additional $148,500 from CVA and the remainder from applicant. Project will provide a pump out and dump station at the Prineville State Park.
Oregon Parks & Recreation Dept Boating Facility Improvements at Powder House Cove. Full project cost is $886,000. Marine Board approved grant for $196,000 with additional funds coming from Bureau of Reclamation and the applicant. The project will replace the existing ramp, access road, parking area and single stall vault toilet with a new two-lane concrete ramp, self-adjusting boarding floats, a vault toilet, paved access road and parking.
Douglas
Douglas County Parks Dept.- Chief Milwaleta Park, Flat Guideway Extenstion. Full project cost is $51,300. Marine Board approved grant for $31,220 with the remainder from applicant. Project will extend the guideways associated with the self-adjusting floats to the full length of the existing ramp.
Hood River
Port of Cascade Locks- Marina Dredging at Cascade Locks Marine Park. Full project cost is $26,000. Marine Board approved grant for $12,925 with the remainder from applicant. Project will help dredge the marina including the area around the transient tie-up float, the pump out and dump station and the entrance to the marina.
Jackson
City of Rogue River- Coyote Evans Flush Restrooms. Full project cost is $81,200. Marine Board approved grant for $36,000 with an additional $35,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. Project will replace existing restroom with a four-stall flush restroom that meets ADA requirements at Coyote Evans Park on the Rogue River.
Jefferson
Oregon Parks & Recreation Dept. - Lake Billy Chinook Floating Restroom. Full project cost is $115,000. Marine Board approved grant for $24,500 with an additional $73,500 from CVA and the remainder from applicant. Project will install a third floating restroom on Lake Billy Chinook. Floating restrooms are very popular with boaters especially in locations where there are no nearby sanitation facilities.
Josephine
Josephine County Parks Hog Creek Ramp. Full project cost is $83,150. Marine Board approved grant for $32,000 with an additional $30,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. Project will provide a second launch lane just upstream of the existing ramp to allow for access to slower moving water.
Klamath
U.S. Forestry Service Klamath Ranger District- Boarding Float Replacement at Aspen Point & Rainbow Bay. Full project cost is $45,300. Marine Board approved grant for $22,650 with the remainder from applicant. Project will replace existing boarding floats at Aspen Point and Rainbow Bay boat launches on Lake of the Woods.
City of Klamath Falls- Launch Ramp Improvements at Moore Park. Full project cost is $237,800. Marine Board approved grant for $59,000 with an additional $160,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. The project will extend the toe of the existing ramp to allow for safe launch and retrieval at Moore Park 1. The project will also replace the existing ramp and floats with a concrete ramp at Moore Park 2.
Bureau of Land Management- South Campground Boat Ramp. Full project cost is $270,400. Marine Board approved grant for $115,000 with the remainder from applicant. Project will replace the boating facility that was removed in the late 1980s due to safety reasons. The facility will have a two-lane concrete ramp, boarding floats, vault toilet, and gravel parking lot and access road at the South Campground at Gerber Reservoir.
Lake
Lake County- Vault toilet. Total cost of this project is $14,408. The Marine Board has approved $11,908 with remaining support from the applicant. This project will install a vault toilet at Cottonwood Reservoir to prevent environmental problems.
Lake County- Vault toilet. Total cost of this project is $26,130. The Marine Board has approved $22,630 with remaining support from the applicant. This project will replace existing vault toilets at Drews Reservoir.
USFS Lakeview Ranger District- Launch ramp, boarding floats, gravel parking and access road. Total cost of this project is $198,249. The Marine Board has approved $94,169 with remaining support from the applicant. This project will replace the concrete ramp at Dog Lake.
Lane
City of Harrisburg Harrisburg Boat Ramp. Total cost of this project is $198,000. The Marine Board has approved $100,000 with additional support of $75,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project will replace existing ramp with a single-lane concrete ramp designed with a straighter alignment at Harrisburg Boat Ramp on the Willamette River.
Oregon Parks & Recreation Department- Lowell State Park Ramp & Floats. Total cost of this project is $292,000. The Marine Board has approved $196,500 with the remainder from applicant. This project will replace existing asphalt ramp with a four-lane concrete ramp, boarding floats, piling, paving of the maneuver area, striping and signage at Lowell State Park on Dexter Reservoir.
Lincoln
Lincoln County Parks- Concrete ramp, wood boarding floats, paved parking, vault toilet. Total cost of this project is $302,700. The Marine Board has approved $65,000 with additional support of $195,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project will replace the existing ramp at Cannon Quarry on the Yaquina River, in addition to the existing vault toilet and parking area.
Linn
Linn County Parks and Recreation- Concrete ramp, wood boarding floats, piling, vault toilet and paved parking. Total cost of this project is $499,000. The Marine Board has approved $199,000 with additional support of $200,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project has been designed to build a boat ramp for access to Foster Reservoir, near Calkins Park. This project will improve parking and safety conditions at Calkins Park.
Malheur
Oregon Parks & Recreation Dept. Gordon Gulch paved parking. Total cost of this project is $52,000. The Marine Board has approved $30,000 with additional support of $22,000 from the applicant. This project will restore parking areas near the Gordon Gulch boat ramp at Owyhee Reservoir and improve the traffic flow patterns.
Malheur County- Webb Landing single-lane launch ramp, vault toilet, and paved parking lot. Total cost of this project is $242,000. The Marine Board has approved $174,000 with additional support of $50,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project will provide a single-lane concrete ramp with paved parking and a vault toilet at Webb Landing on the Snake River.
Marion
City of Keizer- Land acquisition for a future boating facility. Total cost of this project is $602,268. The Marine Board has approved $150,000 with additional support of $150,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project will allow the city of Keizer to obtain six of the thirty-four acres of the Willamette River for the Keizer Rapids project.
City of Salem- Floating restroom, launch/retrieval trailer and anchoring materials. Total cost of this project is $103,400. The Marine Board has approved $25,000 with additional support of $75,000 from the Clean Vessel Act, and the remainder from the applicant. This project will provide a floating restroom on the Detroit Reservoir, near the Breitenbush arm of the lake. This project will provide convenience for boaters and keep sewage out of waterways.
Detroit Marina- Boat Waste Collection. Total cost of this project is $45,000. The Marine Board has approved $11,250 with additional support of $33,750 from the Clean Vessel Act. This project will install a boat waste pump out and dump station in the Breitenbush Arm of Detroit Lake, and provide a place for vessels to dispose of waste.
Oregon Parks & Recreation Dept. - Single-lane concrete ramp and security gate at San Salvador Ramp. Total cost of this project is $83,000. The Marine Board has approved $23,334 with additional support of $23,333 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project will replace the launch ramp and prevent hazardous launching conditions.
Morrow
Boardman Park & Recreation District- Two-lane concrete launch ramp, boarding floats, piling, and maneuver patch. Total cost of this project is $246,471. The Marine Board has approved $134,500 with additional support of $80,000 from Oregon Department of Fish & Wildlife’s Sport Fish Restoration funds and remainder from applicant. This project will re-construct a launch ramp and boarding floats at Boardman Park on the Columbia River.
Multnomah
Oregon Parks & Recreation Department- Government Island Floating Restroom. Total cost of project is $115,000. The Marine Board has approved $24,500 with an additional $73,500 from CVA with the remainder from the applicant. The project will provide sanitation to the boaters and protect the island.
Tillamook
Tillamook County Parks Department- Flush restroom at Netarts Bay. Total cost of this project is $201,420. The Marine Board has approved $151,065 with remaining support from the applicant. This project will relocate and restore the flush restroom at Netarts Bay Boat Launch. Its relocation will help to prevent flooding caused by high tides.
Wallowa
Wallowa Lake Public Works- Replace decking, bull rails and bumpers on five 16’ x20’ ski floats. Total cost of this project is $34,100. The Marine Board has approved $28,500 with remaining support from the applicant. This project will rebuild five water ski floats and dock bumpers. This will also provide a floating platform for public skiers.
