Yamhill County Honored with Life Saving Award

The Oregon State Marine Board honored Yamhill County Marine Deputy Sheriff Joseph Tarmichael with the agency’s Life Saving Award. The award was announced at a recent meeting in Bend.
 
            On May 19 at the Sunset Empire Swimming Pool in Seaside, Oregon students of the Marine Law Enforcement Academy were engaged in swimming pool exercises to assess their skills and comfort level in the water, while fully equipped as they would be in the field.  After one of the exercises, a student dropped to his knees and then collapsed, unconscious.  Deputy Tarmichael, who is also a trained paramedic, responded to his aid and immediately assessed that there was not a pulse and no breathing.  The Deputy initiated CPR and called for an automated external defibrillator (AED).  The AED was used multiple times. Deputy Tarmichael monitored the student and kept the student’s airway open.  A weak pulse and light breathing returned by the time Seaside Emergency Medical Services arrived.  The Seaside EMS attempted to open the student’s airway with an endotracheal tube, but after two attempts were unsuccessful. Deputy Tarmichael gave insertion a try and was successful, making the student’s breathing easier.  The student was transported to Seaside Hospital where he was stabilized, and then life-flighted to Saint Vincent ’s Hospital where intermediate heart care was provided.  Personnel at the Seaside Hospital were heard saying, “We don’t see people survive who suffer this type of cardiac arrest.” Due to the prompt, knowledgeable and professional response to their fellow student’s heart attack, Deputy Tarmichael and two other officers involved in the pool exercises, are directly responsible for saving the student’s life. 
 
Other awards announced during the conference include: Most Improved Yearly Program to Marion County; Most Improved Seasonal Program to Crook County; Seasonal Program of the Year to Polk County; Education Award to Marion County; Education Award –Seasonal Program, to Deputy Mark Jubitz, Hood River County; Officer of the Year to Deputy Steve Dangler, Multnomah County; Seasonal Officer of the Year to Roger Pearce, Wasco County; BUII Enforcement  to Deputy Paul Vitus, Lane County, Deputy Jimmy Gyllenskog, and Ian Lance, Jackson County, and Deputy David Zahn, Marion County; Trooper of the Year to Senior Trooper Marshall Maher, OSP Oakridge and Trooper Martin Maher, OSP Cottage Grove; Tom Rice Instructor of the Year to Deputy Pete Wood, Douglas County; Special Instructor Award to Senior Trooper Marshall Maher, OSP Oakridge; Manager of the Year to Sergeant Russ Wright, Crook County and Sergeant Tim Steele, Marion County; Program Administration Award of Excellence to Clackamas, Josephine and Sherman Counties.
