Marine Board Approves $9 Million in Grant Requests, Other Items

The Oregon State Marine Board approved 22 boating facility grant requests worth a total of $ 9 million at the June 26 Board meeting, inNewport.  Funds for the grants come from boat title and registration fees, motorboat fuel tax revenues, federal funds administered by the U.S. Fish and Wildlife Service including a partnership with the Department of Fish and Wildlife (who administer federal Sport Fish Restoration grant dollars). Other funds for these facility projects come from cash and in-kind contributions from applicants.
 
Boaters across the state, from Clatsop County to Baker County and Multnomah County to Klamath County will see new or improved boating facilities in the next year or two. As a result of the Board’s action, the approved facilities grant requests include:
  • Baker County, Brownlee Reservoir–Baker County is receiving $96,000 to construct a flush restroom and shower building at the John Holcomb Memorial Park. (Grant #1308).
  • Clackamas County, Willamette River –Mile 25.4 –The City of Oregon City is receiving $88,500 to construct a debris boom upstream of the transient tie-up dock at Jon Storm Park.(Grant # 1321).
  • Clatsop County, John Day River –Clatsop County is receiving $78,750 to refurbish existing boat trailer parking at the John Day Park. (Grant # 1310).
  • Clatsop County, Columbia River -Mile 29 –The City of Warrenton is receiving $5,547.50 in state boater funds plus $15,892.50 in federal clean vessel act funds to replace the existing vessel waste pumpout and dump station on the city’s marina. (Grant # 1314).
  • Columbia County, Scappoose Bay/Columbia River –Mile 85 –The Port of St. Helens is receiving $3,750 in state boater funds and $11,250 in federal clean vessel fact funds to replace existing vessel waste pumpout and dump station in the Port’s marina park. (Grant # 1326).
  • Douglas County, Winchester Bay –Salmon Harbor is receiving $191,841 in state boater funds plus $191,841 in federal sport fish restoration funds to replace the existing ramp and boarding floats in the East Basin. (Grant # 1309).
  • Deschutes County, Wickiup Reservoir –The Deschutes National Forest is receiving $80,473 in state boater funds plus $241,418 in federal sport fish restoration funds to replace the existing boat ramp and construct boarding floats, improve road access, and expand parking at the Gull Point access site. (Grant # 1316).
  • Deschutes County, Wickiup Reservoir –The Deschutes National Forest is receiving $149,804  in state boater funds plus $449,412 in federal sport fish restoration funds to replace the existing boat ramp, expand the parking area, and construct new boarding floats at the North Wickiup access site. (Grant # 1317).
  • Klamath County, Gerber Reservoir –The Bureau of Land Management, Klamath Resource Area is receiving $125,000 in state boater funds to construct a two-lane concrete ramp, boarding floats, vault toilet, and gravel parking lot and access road at the South Campground. (Grant #1322).
  • Klamath County, Upper Klamath Lake –The City of Klamath Falls is receiving $135,522 to purchase and install a prefabricated four-stall restroom and to repave an existing parking lot at Moore Park. (Grant #1312).
  • Lane County, Willamette River –Mile 169 –State Parks is receiving $55,000 for design and engineering of a single lane ramp to replace an existing ramp at Marshall Island. (Grant # 1318).
  • Lane County, Siuslaw River –Mile 4.7 –The Port of Siuslaw is receiving $151,000 in state funds and $480,000 in federal boating infrastructure grant funds and $22,500 in federal clean vessel act funds to replace and expand transient tie-up facilities and add a new vessel waste pumpout and dump station at the Port’s marina in Old Town Florence. (Grant # 1323).
  • Lincoln County, Siletz River –Mile 7 –Lincoln County is receiving $50,000 for design and engineering work and permits required to build a new boat launch facility on the lower Siletz River. (Grant # 1315).
  • Linn County, Foster Reservoir –Linn County is receiving $100,000 to replace existing boarding floats at the Sunnyside Park boat launch. (Grant # 1327).
  • Marion County, Detroit Lake –State Parks is receiving $370,000 in state boater funds plus $150,000 in federal sport fish restoration funds to lengthen the existing boat ramp at Mongold State Park and construct a new low water ramp at Detroit Lake. (Grant # 1313).
  • Marion County, Willamette River –Mile 79.5 –The City of Keizer is receiving $56,000 for design, engineering and permits for a new boating launch facility including a single-lane boat ramp, boarding floats, restroom and parking area at the newly acquired Keizer Rapids Regional Community Park. (Grant # 1325).
  • Multnomah County, Columbia River –Mile 109.4 –METRO is receiving $350,000 in state funds and $820,800 in federal boating infrastructure grant funds to construct a new transient tie-up moorage facility with docks and gangway and replace the existing debris boom and wave attenuator at the launch ramp at the M. James Gleason boat launch. (Grant # 1311).
  • Multnomah County, Willamette River –Mile 13.2 –The City of Portland is receiving $250,000 in state funds and $80,500 in federal boating infrastructure grant funds to repair and enhance the public transient tie-up docks at River Place Marina in downtown Portland. (Grant # 1320).
  • Multnomah County, Columbia River –Mile 114.6 –State Parks is receiving $300,000 in state funds and $1.5 million in federal funds to construct transient moorage, gangway, debris boom, and composting restroom at a Sandy Beach, on the north shore of Government Island. (Grant # 1331).
  • Polk County, Willamette River –Mile 84 –The City of Salem is receiving $75,000 to obtain a hydrological analysis and design and engineering services to address bank erosion occurring at Wallace Marine Park boat ramp. (Grant # 1324).
  • Tillamook County, Nehalem River –Mile 0.8 –Tillamook County is receiving $56,250 to replace boarding floats and gangways and to remove silt from the county launch ramp. (Grant # 1328).
  • Union County, Wolf Creek Reservoir –Union County is receiving $89,000 in state boater funds and $265,000 in federal sport fish restoration funds to replace the existing boat ramp and boarding floats and improve the parking area at the county boat ramp. (Grant # 1330).
 
The Board also approved the staff recommendation to update communication equipment that would allow Satellite Telephones as a substitute for Single Sideband Radio by active ocean charter boat operators, with the condition that in addition to a satellite phone, a Class A, 406 EPIRB from shore to 3 miles out (for all charter vessels) and a VHF radio telephone will also be required. 
 
Also during the meeting the Board approved a full time speed limit of 10 mph on Plat I Reservoir in Douglas County, and updating administrative housekeeping rules for the boat registration program.
