Marine Board Approves Moving Forward on Rulemaking, Other Items
 
The Oregon State Marine Board discussed several requests for rulemaking at their spring meeting held on April 7, in Wilsonville. Topping the list of agenda items was approval to move forward on a rule-making process which would designate a specific section of the Willamette River near Wilsonville as a potential "congestion zone." The Board also gave the green light to start a rule-making process for a slow-no-wake zone on Prineville Reservoir.
 
The Board considered various options presented by Marine Board staff for the Lower Willamette River and discussed long-term effects of any regulations. At issue was whether large boat wakes cause private property damage. The Board directed staff to work with dealers of wakeboard boats -boats specifically designed to create larger wakes -to educate operators about potential wake damage. The Board also initiated rulemaking to create a congestion zone on the river near Wilsonville. In this area, boats pulling towed devices like wakeboarders, waterskiers and inner tubes would be prohibited from power-on turns, would need to stay at least 100 feet from all docks, and be no closer than 200 feet from other boats pulling towed devices. A public comment process will begin in May with a public hearing scheduled in Wilsonville in Mid-May.
 
Similarly, the Board also initiated rulemaking on a proposed slow-no-wake zone on Prineville Reservoir. The rule would create a slow-no-wake zone from north of the marina across the reservoir and south of the marina across the reservoir. The reason for the request is that increased boating activity and larger wakes have reportedly caused damage to moored boats and injured people boating adjacent to the marina.
 
In other business, the Board approved restoration of the 10-MPH speed limit on Diamond Lake as directed by the Oregon Legislature, and approved adoption of the Boating Safety/Education Assistance Program.
